The Data API uploads a video with its title, description, tags, category and privacy status. Shorts and standard videos go through the same call: YouTube categorises an upload as a Short when it is square or vertical and no longer than three minutes.
YouTube notifies subscribers of each upload by default. The upload call has a notifySubscribers setting, and Google suggests turning it off for a channel that uploads many videos at once.
Scheduling is part of the API. A video uploaded as private with a publishAt time is kept by YouTube and made public at that moment, which is also how YouTube Studio describes its own scheduled publishing. The time can be set only while the video is private and has never been published, and a time in the past publishes it straight away.
If a channel has a Community Guidelines strike, YouTube does not publish scheduled videos during the penalty period. The video stays private and has to be rescheduled afterwards.
Uploads have their own quota bucket, 100 calls a day by default, and more is requested from Google with its quota extension form. The reference also says videos uploaded from unverified API projects are not restricted to private viewing.
The date shown on a watch page is based on Pacific time, so a video scheduled from a time zone ahead of it can show the day before.
